Meet the EID Board of Directors

George Osborne — Division 1, VICE PRESIDENT

The longest-serving member of the current EID board, George Osborne was first elected to fill the remainder of an unexpired term in 2001 and then to full terms in 2003 and 2007. He was relected for his fourth term in 2011. A career firefighter, he worked for 41 years with the California Department of Forestry and Fire Protection, retiring as chief of the Amador-El Dorado-Alpine Unit, a position that focused on the management of fire service operations. Mr. Osborne served as vice president of the EID board in 2007 and president in 2002, 2003, and 2008. He is currently serving as vice president. Osborne also served as president of the Placerville Rotary Club during 2005. He lives with his wife, Carol, in Camino.

John Fraser — Division 2

John Fraser has been a member of the EID board since 2001 and was reelected in 2005 and 2009 for second and third terms. He served as vice president in 2004 and 2009, and as president in 2005 and 2010. A lawyer, Mr. Fraser was the executive director and general counsel of the statewide Association of California Water Agencies for 20 years. During his tenure, he oversaw the expansion of that organization from about 200 water districts to the more than 400 agencies that deliver 90 percent of all agricultural and municipal water in California. He and his wife, Joan, live just west of Placerville.

Bill George — Division 3, PRESIDENT

Bill George is serving his third term as an EID board member, having first been elected in 2003 and 2007. In 2011 he was reelected to the board. He served as vice president for 2006 and 2011, and president for 2007. He is currently serving as president. Mr. George worked more than 31 years with IBM in cities across the country and has been a resident of El Dorado County since 1989. An avid pilot, he flew volunteer missions for Angel Flight as well as search and rescue flights for the Sheriff's Air Squadron and also served as a member of the El Dorado Airport Commission and the Placerville Airport Advisory Committee for several years. Mr. George currently serves on the executive committee of the Regional Water Authority board, is president of the Mountain Counties Water Resources Association, and is a board member representing Region 3 of the Association of California Water Agencies. Mr. George lives in Swansboro.

George Wheeldon — Division 4

George Wheeldon, first elected to the EID board in 2001, was reelected to second and third terms in 2005 and 2009. Mr. Wheeldon served as EID board vice president in 2003 and 2008 and as president in 2004 and 2009. A geologist by profession, he worked for many years with the U.S. Forest Service and ran a consulting business where he conducted mineral evaluations and hydrogeologic studies and was involved in environmental land-use planning. As an emeritus professor at Folsom Lake College, his special interest is the history of mining in the Mother Lode area. He and his wife, Mary Jane, live in Shingle Springs.

Alan Day — Division 5

Alan Day began his first term on the EID board in December 2011. He and his family have lived in El Dorado Hills since 1996, where he owns and operates Ladybuglawn, a lawn care and repair business. Mr. Day has served in the El Dorado Hills Soccer Club for ten years as coach and board member. He has worked as a landscape and irrigation designer/contractor, and has worked with Serrano’s and EID’s recycled water programs. Mr. Day holds a bachelor’s degree in business administration.
