The
Finance and Management Services Department is responsible for
managing EID's financial resources. This includes financial control,
accounting, utility billing, treasury, purchasing, warehousing,
fleet planning and maintenance, and database support. In recognition
of work the department does, EID has received both the national
Government Finance Officers Association Comprehensive Annual Financial
Report award and the Association of Public Treasurers' Certification
of Excellence in Investment Policy for several years. |

In 2004, the Department took the lead in refinancing the District's old debt issues under more favorable interest rates, saving EID more than $3.3 million over the life of the new debt issues.
The department's Administrative Services Division has embarked on a new records management project that will store all of the District's records in an electronic format. This multi-year project will save the District significant labor and storage costs in future years. In addition, a new reporting and database management system, slated for completion in 2007, will better integrate EID's many reporting functions and improve our customer service--all at a cost savings over current practices.
