The General Counsel advises EID’s Board of Directors on legal matters, defends the District in litigation and reviews all contracts and other legal documents. This work requires expert analysis and detailed knowledge of and experience in public agency and water-related law. |

General Counsel Tom Cumpston started work with the District in October 2002. Just before joining EID, he was Principal Assistant County Counsel for El Dorado County. In addition to his extensive experience and background in water law, Tom has an extraordinary ability to clearly communicate the complicated legal issues and doctrines that pertain to District operations.
Tom earned his Bachelor’s degree in history from Washington University (St. Louis, Missouri) in 1981 and graduated first in his class from the Martin Luther King, Jr. School of Law (University of California, Davis) in 1989. He and his wife Kris make their home in Placerville.
