Office of the General Counsel


Tom Cumpston

The general counsel is appointed by EID's board of directors. The Office of the General Counsel advises the board, the general manager, and the district’s functional departments on legal matters, defends the district in litigation, reviews all contracts and other legal documents, and administers claims and insurance. This work requires expert analysis and detailed knowledge of and experience in public agency and water-related law. The Office of the General Counsel also works on issues related to water policy — including water rights, intergovernmental coordination, legislative advocacy, and federal water contracts.

General Counsel Tom Cumpston started work with the district in October 2002. Just before joining EID, he was principal assistant county counsel for El Dorado County. In addition to his extensive experience and background in water law, Tom has an extraordinary ability to clearly communicate the complicated legal issues and doctrines that pertain to District operations.

Tom earned his bachelor’s degree in history from Washington University (St. Louis, Missouri) in 1981 and graduated first in his class from the Martin Luther King, Jr. School of Law (University of California, Davis) in 1989. He and his wife Kris make their home in Placerville.
