Landscape Contractors and Designers


Before a contractor submits an irrigation plan or any landscape work is performed on a dual-plumbed lot, the District requires that all designers and contractors attend a recycled water orientation (click here to view a schedule of upcoming dates). If you will be designing or constructing recycled water lots in the Serrano development, you will be required to attend an orientation presented by the Serrano owner's association.

Irrigation Plan Design

All landscape irrigation plans must be designed in accordance with the District's design and construction standards. Two sets of each irrigation plan should be submitted to the district. Plans may be dropped off at the Four Seasons or the Blackstone clubhouse. Please allow 15 business days for the review of irrigation plans.

Lot Inspections

Two inspections are required to complete the installation of the recycled water irrigation system on each dual-plumbed lot.

The open-trench inspection is conducted first and requires that all purple pipes be left exposed in the trenches. Residents or contractors do not have to be present for the open-trench inspection; an inspection slip will be left by the inspector upon completion.

The final inspection is conducted when the irrigation system is completed and the landscape is installed. The contractor or resident shall be present during the final inspection to make any required adjustments.

All inspections must be scheduled through the District request line: 916-933-1415, select option 6 for recycled water inspections. Allow 48 hours for inspection.
