The information on this page and in the links provided is archived material. It is related to the Proposition 218 process that EID followed in setting new rates for water, wastewater, and recycled water services for the time period 2010 through 2014. The information is provided exactly as it was developed throughout the Proposition 218 process and is retained here as a one-stop reference for those interested in the process and outcome. NOTE: The information below the line relates to the Proposition 218 notice EID sent to customers in December on proposed rate increases for water, wastewater, and recycled water services. Since then, the district has worked to reduce operating expenses even more than described in the notice, seek higher revenues through improved prices for hydroelectric power EID produces, delay capital improvement projects, and restructure the debt—all with the intent of lessening the impact of the rate increases on customers.
As a result of these actions, on Monday, January 25, district staff presented the EID board of directors with “Plan B,” which lowers the original 35 percent proposed rate increases for 2010 by about half—to 18 percent or lower. We encourage customers to attend the two remaining public workshops—when staff will present details of “Plan B” and answer customer questions—and the February 4 public hearing, when the board will consider the rate increase proposals. See the box at the end of this page for scheduling information on the workshops and hearing.
EID is proposing a 35% rate increase on water, wastewater, and recycled water services in 2010, a 15% increase in 2011, and a 5% increase each year from 2012 through 2014.
The three charts located on page 5 of the Proposition 218 notice show what this means in 2010 for residential water customers with low, medium, and high water use. The fourth chart indicates the average residential sewer bill in 2010 under the proposed rates. The charts also compare EID’s current and proposed rates with several other agencies in the region. NOTE: The numbers in the charts are for two-month bills. Monthly bills are half of what is shown.

On Thursday, February 4, 2010, the EID
board of directors will hold a public hearing
to consider the proposed rates described in
the Proposition 218 notice.
The location of the public hearing has changed.
The hearing will begin at 6:00 p.m. in the gymnasium at the El Dorado Adventist School in Placerville. The address is 1900 Broadway, Placerville, California. [map]
