    Use Caution on Area Streams and Rivers

    The El Dorado Irrigation District urges a cautious approach to local streams and rivers. As the weather continues to warm up, the snow at higher elevations in the Sierra Nevada is continuing to melt. Even with the reduced snowpack this year, local streams and rivers—including Caples Creek and the South Fork and Silver Fork American River—can still be hazardous due to high water levels and cold water tempertures as the snow melts and spring runoff begins.

    Bill George, George Osborne Selected As 2012 Board Officers

    The El Dorado Irrigation District Board of Directors selected Bill George as president and George Osborne as vice president for 2012. The new officers began their duties immediately. Alan Day, newly elected board member from El Dorado Hills representing Division 5, also began his term at the meeting.

    EID Board Adopts 2012 Operating Budget

    At its November 14 meeting, the El Dorado Irrigation District Board of Directors adopted the 2012 mid-cycle operating budget in the amount of $42.970 million. In accordance with board policy, the board adopts a two-year budget and conducts a mid-cycle review to determine any changes that may be needed in the second year of the cycle. Mark Price, EID’s finance director, reported that the 2012 operating expense budget was nearly flat compared to the 2011 adopted budget and is $1.1 million less than the previously adopted second year of the 2011–2012 biennial budget. According to Price, staff had many challenges in developing a flat 2012 operating budget revision. “Increased personnel costs, due to the expiration of wage and benefit concessions bargained for with the employees’ association for 2010 and 2011, as well as a 3.5 percent increase to the employer’s PERS contribution are among the reasons for the challenge,” said Price. “Additionally, the district’s expected property tax revenue

    EID Board Discusses 2012 Operating Budget and Agrees to Prepay Debt and OPEB Costs

    At its October 24 meeting, the El Dorado Irrigation District (EID) Board of Directors held a budget workshop and heard a staff presentation on the 2011 – 2012 mid-cycle operating budget. In accordance with board policy, the board adopts a two-year budget and conducts a mid-cycle review to determine any changes that may be needed in the second year of the cycle. “This cycle continues to reflect the slowdown in the economy,” said Mark Price, EID’s finance director. “Despite increases of 3.5 percent to the employer’s CalPERS retirement contribution and other increased employee benefit costs, staff was able to reduce the revised proposed 2012 operating expense budget as compared to the original 2012 budget adopted in December 2010 as part of the two-year 2011 – 2012 budget, and similarly match projected 2011 year-end expenditures,” Price explained.     Board Gives Staff Direction on Cost of Services Study Model

    During its October 11, 2011, meeting, the El Dorado Irrigation (EID) Board of Directors again considered various components of the District’s recently completed Cost of Services (COS) Study model. The Board selected a preferred cost recovery allocation methodology and the method for integrating Domestic Irrigation customers into other rate classes, and considered the El Dorado County Office of Education’s proposal to support the Recreational Turf rate for schools with a direct allocation of property tax revenues. District staff will now begin holding public outreach meetings to solicit input from customers and other interested parties, before bringing the decisions back to the Board for a final vote later this year.

    Cost of Services Study Public Outreach Meetings Set for October 24 and 26

    El Dorado Irrigation District (EID) will be holding two public outreach meetings to discuss the outcome of its recent Cost of Services Study and to seek public comment in the process. The meetings will be held on Monday, October 24, at 6:30 p.m. at the Cameron Park Community Services District located at 2502 County Club Drive in Cameron Park and on Wednesday, October 26, at 6:30 p.m. at the Pollock Pines-Camino Community Center located at 2675 Sanders Drive in Pollock Pines.

    EID to Conduct Fall Maintenance Repairs at Silver Lake Dam

    This fall, El Dorado Irrigation District (EID) will be conducting unanticipated repairs on the upstream face of the dam at Silver Lake, a water storage reservoir located along Highway 88 in Amador County. As a result, the September 30 lake level at Silver Lake will be three feet lower than EID initially projected last April. Silver Lake levels may also drop more quickly than previously projected during October. However, all water releases and resulting lake levels will comply with the Federal Energy Regulatory Commission (FERC) license terms that govern EID’s operations at Silver Lake.
