The Comprehensive Annual Financial Report (CAFR) is a thorough and detailed look at the EID's finances. The CAFR includes a financial overview, discussion of the local economy, and an organization chart of the District, as well as the independent auditor's report, management's discussion and analysis, and audited basic financial statements and other statistical information.

The majority of the world's population drinks from rivers and streams that have received discharges from upstream users. In most of the industrialized developed world, there are treated wastewater discharges that become a source of drinking water supply for downstream users.

EID launched a new, redesigned website at the end of June. The new website uses a robust content management system that helps to ensure information is posted in a timely and easily-accessible manner. The website also adds new ways for visitors to receive information automatically.

District Receives Upgraded Credit Rating Saving Ratepayers a Million Dollars Over Time; Favorable Financial Audit Report Accepted and Filed by Board
During its June 25, 2012 Board meeting, EID General Manager Jim Abercrombie announced that the District has received an A+ credit rating to its $55 million Refunding Revenue Bonds Series 2012A and $2.0 million Refunding Revenue Bonds Series 2012B from Standard & Poor’s Ratings Services.

For the third year in a row, EID is opening its El Dorado Hills water and wastewater facilities to the public for tours.

During its March 26, 2012, meeting, the El Dorado Irrigation District (EID) Board of Directors held a workshop to hear and consider comments on proposed changes and increases to water, wastewater, and recycled water service charges, as communicated to customers in the Proposition 218 notice that was mailed in early February 2012.

The El Dorado Irrigation District urges a cautious approach to local streams and rivers. As the weather continues to warm up, the snow at higher elevations in the Sierra Nevada is continuing to melt. Even with the reduced snowpack this year, local streams and rivers—including Caples Creek and the South Fork and Silver Fork American River—can still be hazardous due to high water levels and cold water tempertures as the snow melts and spring runoff begins.

The El Dorado Irrigation District Board of Directors selected Bill George as president and George Osborne as vice president for 2012. The new officers began their duties immediately. Alan Day, newly elected board member from El Dorado Hills representing Division 5, also began his term at the meeting.

At its November 14 meeting, the El Dorado Irrigation District Board of Directors adopted the 2012 mid-cycle operating budget in the amount of $42.970 million. In accordance with board policy, the board adopts a two-year budget and conducts a mid-cycle review to determine any changes that may be needed in the second year of the cycle. Mark Price, EID’s finance director, reported that the 2012 operating expense budget was nearly flat compared to the 2011 adopted budget and is $1.1 million less than the previously adopted second year of the 2011–2012 biennial budget. According to Price, staff had many challenges in developing a flat 2012 operating budget revision. “Increased personnel costs, due to the expiration of wage and benefit concessions bargained for with the employees’ association for 2010 and 2011, as well as a 3.5 percent increase to the employer’s PERS contribution are among the reasons for the challenge,” said Price. “Additionally, the district’s expected property tax revenue

EID offices will be closed on Friday, November 18 for the fifth and final planned closure of 2011. Field staff furlough time will be scheduled so that operations continue uninterrupted and so that staff can still respond in an emergency situation.
