The human resources department is responsible for managing the district’s human resources, including oversight and coordination of new employee orientation; staffing; compensation and benefits administration; payroll; employee and organization development; workforce planning; safety and security; employee relations and labor negotiations.
The human resources department exists to ensure fair and equitable treatment of all employees. They do this by administering federal and state law, EID board policies, administrative regulations, and procedures in an impartial and just manner. Employees may individually, or through the representation of their employee association, request a review of any perceived injustice or discrimination in the application of these rights and obligations. They may also review the scope and procedures that are governed by the memorandum of understanding (“MOU”) between the district and the Association of El Dorado Irrigation District Employees (“EIDEA”), board policy and administrative regulations, and state and federal law.
Jose Perez, SPHR, CLRM, SHRM-SCP, is EID's human resources manager and is responsible for the day-to-day management of the department. He joined the district in 2003 and has held various positions in human resources prior to his appointment as manager in 2014. As a certified human resources professional, he has extensive experience in the human resources field. Prior to joining EID, he worked for 15 years in the financial and real estate industry in southern California.
Jose lives in the Sierra foothills and has a wonderful daughter and son who live and work in the Southern California area.
