The Finance Department is responsible for managing EID’s financial resources and ensuring sound fiscal stewardship. The department is comprised of four divisions: Accounting, Budget, Customer Service, and Fleet and Building Maintenance.

In recognition of its commitment to excellence, EID has received the national Government Finance Officers Association (GFOA) Award for Excellence in Financial Reporting and the California Municipal Treasurers Association (CMTA) Certification of Excellence in Investment Policy.

 

Buchman, Penny PicFinance Director Penny Buchman oversees the day-to-day management of the department. She joined the District in 2025 and holds a bachelor’s degree in business administration and management. Penny brings more than 20 years of experience in municipal government finance, including 10 years working with water, wastewater, and storm drainage enterprise funds in budget, accounting, long-range financial planning, and debt issuance and management.

Penny and her husband live in Sacramento County with their youngest son, and they enjoy taking cruises whenever possible.

Ide, Jason Pic

The Accounting Division, led by Jason Ide, Accounting Supervisor, ensures strong financial controls and manages the District’s day-to-day accounting operations, including journal entries, vendor payments, and quarterly sales tax filings. The division prepares financial statements in compliance with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) requirements, coordinates the annual independent audit, and prepares the Annual Comprehensive Financial Report (ACFR).

The Budget Division, led by Madison Franklin, Finance Manager, oversees financial operations in accordance with legal requirements and established accounting and investment principles. Responsibilities include developing and monitoring the annual operating and capital improvement plan budgets, forecasting revenues and expenditures, conducting cost analyses for rate setting, preparing long-range financial forecasts, managing financial system assets, issuing and administering debt, performing treasury functions, overseeing purchasing activities, and managing grant programs.

Downey, Jenny PicThe Customer Service Division, led by Jenny Downey, Customer Service Manager, oversees Utility Billing, Meter Services, and Water Efficiency. Her teams manage customer accounts from new service setup through ownership changes and assist with meter reading integration, billing, payments, liens, and collections. This division serves as the primary point of contact between customers and the District, providing accurate and professional support related to water, wastewater, and recycled water services, rates, and usage. The team also handles meter maintenance, leak detection and prevention, customer coordination for infrastructure projects, underground service alert requests, residential sewer inspections, and administration of the District’s water efficiency program in compliance with state regulations.                                                                                                                                                                                                                                                                                         Jenny Downey

Royal, Greg Fleet and Building Maintenance SupervisorThe Fleet and Building Maintenance Division, led by Greg Royal, Fleet and Building Maintenance Supervisor, provides internal support services by implementing and executing vehicle and equipment replacement strategies for compliance with regulatory requirements and operational needs, covering procurement, maintenance, repair, and disposal of agency-owned vehicles and heavy equipment essential to water and wastewater operations. The division also maintains District facilities, including oversight of building maintenance contracts, painting, welding and fabrication while maintaining safety compliance and regulations for critical infrastructure.
