 April 21, 2016 - Update

Biological surveys will be taking place over the next four months within the District's easements located along the Upper Main Ditch. A letter, dated April 19 was mailed to the property owners adjacent to the Project area. The surveys will provide necessary information on biological resources in support of the environmental review and permitting processes for the piping project. These surveys will take place mostly at night and some days.

Night survey work is necessary to ensure the District is meeting federal and state environmental regulatory review requirements to accurately identify what biological species are present within the Project area.

Additional notifications will be made to adjacent residences prior to the start of each nighttime survey by  automated phone messages to known phone numbers along with door hangers of each residence.

2015 Updates

December 1, 2015 - Update 

Since the June 29, 2015 Public Scoping Meeting, the District has been working on an alternative alignment evaluation for the Upper Main Ditch Piping Project. A draft 30% level design for Alignment 1 (Existing Ditch Alignment)  and Alignment 2 (Existing Ditch Alignment and Blair Road) has been completed. The 30% design further evaluates water handling during construction, storm water drainage improvements, ditch seepage, long term maintenance costs and construction costs for each alignment. The probable cost of the two alignments is estimated to be significantly higher than the original 10% design level cost estimate. A key factor in determining the preferred alignment, estimated construction costs are being peer reviewed by an independent consulting firm before a preferred project is selected and  preparation of the Draft Environmental Impact Report (EIR) begins.  Percolation/permeability testing and modeling is also currently being completed to supplement water loss data.

Although the schedule presented at the Public Scoping Meeting anticipated a Draft Environmental Impact Report (EIR) would be available January 2016 for public review, the District’s careful consideration of cost and other project considerations has delayed the EIR schedule by at least 5 months.

 September 2, 2015 - Update

The District has been awarded a Department of Water Resources drought grant in the amount of $1,007,500 for piping the ditch. In June, EID retained the services of a design engineering consultant to complete design on one of three alignments that are being considered for the piping project.

An Initial Study was completed and a Notice of Preparation of an environmental impact report (EIR) was released in June kicking off the environmental review process

A public scoping meeting was held On June 29, a public scoping meeting was held where the community and others had an opportunity to discuss any concerns they would like to see addressed in the EIR.

Completion of the Draft EIR is expected early in 2016 at which time public comment will be invited on the document Construction is expected to begin Fall 2016.
