Background and Summary
The Strolling Hills Pipeline Improvements Project is located in Cameron Park and is a critical component of the Motherlode Force Main system, which conveys a substantial portion of wastewater flow treated at the Deer Creek Wastewater Treatment Plant (DCWWTP).
This 1.9-mile segment serves as the transition point where the Motherlode Force Main changes from pressurized flow to gravity flow before reaching the treatment plant.
Originally constructed as a 12-inch pipeline, this segment has become increasingly constrained during high-flow conditions. These limitations increase the risk of sanitary sewer spills and restrict the ability of upstream lift stations to operate at full capacity.
This project is the final phase of a larger District-wide effort that began in 2004 to replace aging Motherlode Force Main infrastructure, improve system reliability, and increase hydraulic capacity.
Objectives
- Increase hydraulic capacity within the Motherlode Force Main system
- Improve wastewater system reliability
- Reduce the risk of sanitary sewer spills during high-flow conditions
- Support upstream lift station operations
- Replace aging and undersized infrastructure
- Maintain wastewater service during construction through planned bypass systems
- Complete the final phase of the District’s long-term Motherlode Force Main improvement effort
Project Improvements
The project will install approximately 10,020 feet of new 24-inch high-density polyethylene pipe to replace the existing undersized pipeline.
Additional improvements include:
- Abandonment of approximately 2,500 feet of existing 12-inch asbestos cement pipe
- Relocation of approximately 460 feet of existing water line
- Installation of sewer bypass systems to maintain service during construction
- New odor-control infrastructure
- Pavement replacement consistent with County requirements
Together, these improvements will enhance wastewater conveyance capacity, improve reliability, and significantly reduce spill risk.
Funding
The project is funded through the approved 2026 Capital Improvement Plan using wastewater facility capacity charges.
