Annual Comprehensive Financial Reports
The Annual Comprehensive Financial Report (ACFR) provides a detailed look at EID's finances. It includes a financial overview, a discussion of the local economy, the independent auditor’s report, management’s discussion and analysis, audited financial statements, and other statistical information.

Capital Improvement Plan
The Capital Improvement Plan (CIP) is a five-year financial planning document that is updated annually. It identifies infrastructure improvements needed to maintain safe and reliable District services.
District staff presents a comprehensive list of proposed capital projects to EID’s Board of Directors each year. Project scope and cost estimates may change during the review process. The CIP is incorporated into the District’s financial plan, which helps ensure adequate funding is identified for these important projects.
The CIP outlines planned capital projects and anticipated costs, which are implemented in alignment with the District’s adopted budget and financial plan.

Operating Budget
In accordance with Board policy, the District adopts a two-year budget and conducts a mid-cycle review to determine whether changes are needed in the second year of the cycle.
