Comprehensive Annual Financial Reports
The Comprehensive Annual Financial Report (CAFR) is a thorough and detailed look at EID's finances. The CAFR includes a financial overview, discussion of the local economy, and an organization chart of the District, as well as the independent auditor's report, management's discussion and analysis, and audited basic financial statements and other statistical information.
The 2017 CAFR represented the 22nd consecutive year EID was awarded the Certificate of Achievement for Excellence in Financial Reporting by the Government Finance Officer's Association (GFOA) for its CAFR. We believe that our 2018 CAFR continues to meet the certification requirements and have submitted it to the GFOA to determine its eligibility for another award.

Capital Improvement Plan (CIP)
The District's CIP is updated each year and provides a five-year plan that identifies necessary improvements to ensure the safety and reliability of the District's infrastructure. EID's Board of Directors reviews and adopts this comprehensive blueprint that is presented by staff each year. Through the preparation and adoption of the CIP, the District helps to ensure long-term funding is secured to pay for these vital projects. The adoption of the CIP does not mean that funding and approval of each project is set in stone. Staff must bring each project and each funding request to the Board as project planning progresses. The 2020–2024 CIP was approved at the October 15, 2019 regular Board meeting.
In accordance with Board policy, the District adopts a two-year budget and conducts a mid-cycle review to determine any changes that may be needed in the second year of the cycle. The 2019-2020 Mid-Cycle Operating Budget and 2020-2024 Financial Plan was adopted by the Board on December 9, 2019.
